Sir,
I have the honour to inform you that Mr. G. H.
Wakeman, Crow Solicitor, wishes to retire from the service
about the end of March, 1922, having attained the age of 55
on the 15th June last.
2. The officer, whom I should in the ordinary course
have recommended to succeed him, is Mr. Philip Jacks at present holding the post of Land Officer. Mr. Jacks, who is
an English solicitor, is an able and hard working officer, but the Attorney General, whom I have consulted, is doubtful whether he would be able to conduct successfully important
cases at the Criminal Sessions and extradition cases involving
difficult points of procedure in the Magistrate's Court. I haw
therefore come to the conclusion that it would be better for
the public interest to retain him in his present post, where he will continue to do work of which he has sixteen years' experience and which is of great importance, and I now recommend that the vacancy in the post of Crown Solicitor should be filled by the appointment of Mr. H. K. Holmes, who has been Assistant Land Officer, since the 1st September, 1919. Mr. Holmes is 46 years of age and practised for fifteen years as a solicitor in the Colony. He is a man of great ability and of the highest character. He gave up his business to proceed on active service in the year 1916, and had an excellent war record both in the ranks and latterly as an
officer. He has been acting as Land Officer, during the
